Cyborgs and AI Robots are feared by most of the scientist and Philosophers around the world 

Even their Own Creators fear they might turn the world upside down and Humanity into path of Extinction. If An AI Robot with the capability of thinking and  consciousness like Humans,  be ever exist... It might get the Same sense of Destructive and Constructive ideology just like Humans . This might be rise of the New Humans called Cyborgs. Cyborgs with Human brains and Electronically Engineered and Enhanced Body . 

Well that just a Theory and Not yet Reality on Earth 001 (our earth) .
But in the World of this Anime Movie , 009 Recyborg , It's has become the Past where Humans upgraded themselves into MetaHumans and Now Cyborgs .

009 Re: Cyborg

Dr. Gilmore is a scientist and the One who Created Best Cyborgs in the World. He is the Owner and Head of Gilmore Foundation and Laboratory. He Created the Zero Zero number Cyborgs . These Cyborgs  Saved the World from various events and prevented tragedies before they even happen . They were disbanded for the security reasons and left on their own decisions .

After 27 years , 

 The Famous Skyscrapers around the world are getting blown up one after another destroying entire cities and Killing thousands of Innocent.. 
Yet the Culprits are not been found. The Intelligence Agency came to the conclusion after the Investigation of sites that it might be the case of Suicide Bombings. 
The Bombings are also done through American missiles and Somehow America is unaware of these facts .

Joe Shimamura, our main protagonist is a highschool student in Tokyo. He plans to Bomb a Skyscraper on "His Voice" order . But Françoise (008) And  Geronimo (007) came to rescue Joe and make him regain his memories . 
Joe is the Leader of Zero zero Cyborgs and the last Cyborg 009 . Joe Shimamura has the Power to Accelerate himself twice the time. 
He gets back to Dr.Gilmore and other members of Zero Zero Cyborg.

Pyunma an African-American Archaeologist and  Excavator founds a Fossil of an Winged Angel . 
 He believes that the Angel is proof of God and also related to the One called "His Voice" . 
The Organization NSA (American National Security Agency)  is also on their toes to find the secret behind the 'His Voice' and the Bombings. Jet link (002) works under the NSA to help with their investigation. 
But founds the Bitter truth about the Politicians and their secret of Congress. 

Both Joe And Jet are looking for the "His Voice" and Secret behind it's Existence. 

Is this the End of Humanity or the New Rise for Humanity ?
What are the Cyborgs ?
What is the Reason of An Angel being om Earth ?
Who is behind all the Bombings ?
Is Joe Really on the Right Side ?

The Story revolves around the "His Voice "  and the Zero Zero Cyborgs . 
The Animation is really good with 3D Graphics and Great Scenes. 
The Screenplay and Story of Anime is Lacking at some points but it takes time to understand the Plot and the Reason behind all the Events . 
It is definitely a Worth watch for freebie (who have lot of time ) but not and Great time for weekend .
You can skip this show (you really should) But If you are looking for some action and Great 3D Animation, It's quite Good .
