The Gran Tesoro is a 10 KM wide Ship and is recognized as a  Country or say an Island.

The whole Ship and Road and even the Water Fountains are Made up of Gold and only gold.
The Gran Tesoro ship has the technology much more advanced and the Country is Called the Largest City of Entertainment.
The Ship is Officially recognised by the World Government and Allowed to travel anywhere in the world without any restrictions or regardless of any sea or wind currents.
The ship is pulled by two big Turtles which are said to be Rarest of Turtles and Called  Muscular Gentle Turtles.
Luffy and Straw Hat pirates Came to the GRAN TESORO to watch the festival and enjoy the Largest city of Entertainment with Overflowing Gold and Berry (Money) .

They are showered with Gold at the entrance  and  they watch the sea change into Golden Sea as they enter the Gran Tesoro. 
Many Marine Officers and CP-0 and Also The Celestial Dragons are also abroad the Ship of Entertainment .
The Gran Tesoro is recognized as a Neutral Region for Marine and Pirates so,It is not allowed to go after Pirates for Marine officers. That is the Reason, Pirates can enjoy the Gran Tesoro without any restrictions.
As the news of arrival of Straw Hat Pirates reaches the King Tesoro, He tells his underlings to gave them the VIP treatment and gave them the trip of Gran Tesero Golden Casino .
Luffy Knows that something is not right on the Golden ship when he saw Children begging for money but still carries on . 
Later ,They are deceived by the Tesoro and Holds Roronoa Zoro captive .He tells Straw hats to pay his money or Zoro will be publicly Executed and it will be the Biggest Entertainment .
Will they be able to save Zoro , What price will they have to pay to free zoro ? 
Why Tesoro has all the Gold in the world ? 
What is the Relation of Tesoro ,World Government and Celestial Dragons ?
